Meeting every other week, participants receive council guidelines and complete a basic questionnaire. Eligible clients, based on past attendance, state their requests and wait in the next room. Remaining council members—who will themselves be waiting in the next room on a different week—discuss the needs and question each client individually, allowing them to make their case. Then, using hand held polling devices, voting is private and recorded for each request. The clients are called back and informed which requests were authorized.

Authorized grant recipients receive a debit card with the appropriate funds and electronically restricted purchasing. Receipts are required to be returned at the next council.

Having a voice in the distribution of funds, and being given the opportunity to express individual needs are important factors in building self-esteem — something everyone deserves.
